Sardar Qasim Farooq Ali is a Senior Advocate and seasoned litigator with over 25 years of experience across a variety of sectors including banking, corporate, financial services, oil and gas, regulatory and telecom industries.

Mr. Ali regularly advises and represents financial institutions in high value matters. He is presently representing the Bank of Punjab in the Haris Steel case “the largest banking fraud case brought to court in the history of Pakistan” (per the statement of the then Chief Justice of Pakistan), entailing a claim of over PKR 11 billion.

He was also instrumental in assisting the Supreme Court of Pakistan in two other significant matters; one entailing the re-interpretation of the entire gamut of banking laws pertaining to recoveries in civil and criminal jurisdictions, while the other matter involved an examination of the question of jurisdiction of banking courts to try offences covered under the “willful default” clause of the Financial Institutions (Recovery of Finances) Ordinances, 2001 (as amended in 2016).

Mr. Ali also has extensive experience on the regulatory side. He is presently representing the Competition Commission of Pakistan before the Supreme Court in what will be a landmark case on deceptive marketing practices by leading educational institutions across the country. He also recently represented Chairperson Oil & Gas Regulatory Authority (OGRA) before the Lahore High Court in the oil shortage case that led to the formation by Government of Pakistan of a landmark commission of inquiry.

He has also represented liquefied petroleum gas (LPG) marketing companies before various High Courts and OGRA that led to the implementation of the LPG Policy 2016 and substantial amendments to the LPG Rules. This litigation has had a significant impact on the multi-billion Rupee LPG industry in Pakistan resulting in substantially lower gas prices for the common man.

He also represented Pakistan’s largest private transmission company established under the China Pakistan Economic Corridor (CPEC) regime which led to a decision in favour of early completion of a USD $2.4 billion project entailing an 800 kilometers high voltage line transmitting over 4000 megawatts of electricity.

Mr. Ali’s services are also much sought after in the field of commercial arbitration. He has assisted the Supreme Court on the applicability of international arbitration clauses in power purchase agreements, and is regularly nominated as an arbitrator by SNGPL in a variety of commercial and corporate disputes.

Mr. Ali also has the distinction of having been selected as one of a handful of non- Anglo-Saxon arbitrators by the Shanghai Arbitration Commission. He has also advised and represented one of the leading Telcom companies in the country in a high value commercial dispute entailing the validity of the Indefeasible Right To Use agreement. Mr. Ali represented the telecom sector before various High Courts in dispute with Defense Housing Authorities over increase in lease amounts for space provided for telecom towers. He regularly represents multinational companies.
