Ms. Rafique is an Advocate of the High Courts, known for her extensive expertise in human rights law, criminal justice, and gender equity. She was enrolled as an Advocate of District Courts in 2018 and advanced to the High Courts in 2020. As a British Chevening Scholar (2020-21), she completed her LLM in Criminal Law and Criminal Justice from University of Sussex, England and is the author of the groundbreaking book "Rape, Law and Third Gender in Pakistan." Her academic qualifications include an LLB Honors from Punjab University Law College, Lahore, a Postgraduate Diploma in International Affairs from the University of the Punjab, and a Postgraduate Diploma in Banking Law and Litigation from Punjab University Law College. Waiza also holds a certification course on International Law from Research Society of International Law, Pakistan, and a certification on China-South Asia Legal Training Base from Shanghai University of Political Science and Law, China.

Ms. Rafique’s career reflects a strong dedication to advancing legal and policy reforms. She has advised both provincial and federal governments on legal and policy issues, drafting and vetting legislative amendments on topics like child marriage and women's rights, homebased workers and transgender persons.

She has broad experience across civil, criminal, family, constitutional and corporate law. Her corporate and administrative law experience includes company registration, trademark and logo registration, as well as partnership and sole proprietorship registration with the Punjab IT Board.

She also served as a law officer for the Primary & Secondary Healthcare Department, Government of Punjab, where she represented the Government of Punjab at the Punjab Service Tribunal.

Ms. Rafique has represented prominent public sector clients, including Pakistan Railways, the Capital Development Authority, and the National Highway Authority, among others. Her advisory services extend to individual, corporate, and organizational clients, as well as multiple United Nations agencies, including UNFPA, UN Women, and UNDP.
